Full Time • Norfolk
This position is designated as Key Personnel (not DCWF-designated) and is responsible for overseeing and managing Cyber Operational Test & Evaluation (OT&E) support scheduling. The individual ensures all scheduling activities comply with established Government policies and regulations and that operational schedules are maintained accurately and updated in a timely manner. The role includes active participation in—or leadership of—the development of standard operating procedures (SOPs), best practices, templates, and briefing materials supporting current and future cyber OT&E operations.

Security Clearance Requirement:
Active or eligibility for SECRET clearance.

Qualifications
  • Minimum of five (5) years of experience in operations management and/or scheduling
  • Demonstrated experience applying quality assurance and quality control (QA/QC) principles and processes
  • Experience using Microsoft SharePoint, Microsoft Project, and other Microsoft Office applications
  • Strong computer proficiency with an emphasis on workflow management and spreadsheet analysis
  • Proven ability to perform detail-oriented work and apply QA/QC standards to final deliverables
  • Excellent written and verbal communication skills
Key Responsibilities
  • Create, maintain, and manage the OPTEVFOR 01D Operations Schedule, including monitoring and tracking actions related to supported events and meetings, in close coordination with Government personnel
  • Coordinate scheduling activities, including but not limited to:
    • Changes and cancellations of test execution requests
    • Support requests for test planning meetings and other OPTEVFOR 01D-supported meetings
    • Scheduling of command cyber training in coordination with OPTEVFOR support competencies and warfare divisions
    • Assignment of Contractor team members to test execution events
    • Verification of team member availability 60 days prior to test execution
    • Verification of team member participation in weekly OPTEVFOR warfare division cyber meetings
    • Updates to the OPTEVFOR 01D execution calendar
    • Updates to OPTEVFOR 01D leadership briefings related to scheduling and test execution changes
    • Notification to team members of schedule, assignment, or support changes
    • Determination of pre-test preparation duration and anticipated post-test support
    • Identification and communication of scheduling risks or concerns (e.g., team size, execution duration) to Government stakeholders
  • Coordinate and collaborate with Government and Contractor stakeholders to ensure all scheduling data remains accurate, current, and synchronized
  • Provide the OPTEVFOR 01D operations schedule to the Government in agreed-upon Government formats, as required
  • Track Post-Test Iterative Process (PTIP) milestones, including:
    • Preliminary Data Analysis Working Group (PDAWG)
    • Data Scoring Board
    • OPTEVFOR 01D Review Board
    • DOT&E data deliveries
    • Critical Operational Issue (COI) Evaluation Working Group (CEWG)
    • System Evaluation Review Board (SERB)
    • Executive SERB (ESERB)
  • Track test planning milestones, including checkpoints, concept of test briefs, test plan review boards, document routing, and required signatures
  • Provide Contractor Scope of Test estimates and associated funding status to OPTEVFOR 01D Current and Future Operations Officers
  • Assist with OPTEVFOR workflow processes, as applicable, to improve efficiency and operational visibility
